The drywall industry grades finish work on a 0-to-5 scale, and knowing where your project needs to land keeps you from overpaying for a garage or underpaying for a wall that will look out of place.

Do You Need a Permit for Drywall Work in Raleigh?

Almost certainly not. North Carolina law exempts residential work under $40,000 from building permits as long as it doesn't touch load-bearing structure or add or redesign plumbing, electrical, or HVAC. Drywall repair, patching, texture work, skim coating, and even hanging new board in an existing room don't do any of those things, so they need no permit, the same as painting or flooring.

When permits do enter the picture, it's the rest of the project that brings them, not the drywall. A room addition, a load-bearing wall change, or a remodel that moves wiring or pipes gets permitted for that work through the City of Raleigh, and the drywall simply rides along on that permit rather than needing its own. My ceiling has a brown water stain. Can you just paint over it?
